In July 2008 the UK Department for Transport (DfT) issued a completely revised syllabus in relation to The UK National Aviation Security Training Programme – Air Cargo Security Training. All BIFA delivered courses have been rewritten in line with the new syllabus.
Air Cargo Security Level A – General Awareness is the minimum level of training required by all staff of Regulated Agents with any access to, or involvement with, export air cargo. Level A covers:
• Module 1, part 1 – General Awareness • Module 1, part 2 – Organisation of Aviation Security • Module 1, part 3 – Principles of Air Cargo Security • Module 1, part 4 – Responding to Suspicious Circumstances • Module 1, part 5 – Reacting to Threat Warnings
Air Cargo Security Level A replaces aspects of the old Level 4 – Basic Awareness course. You should note however that drivers of vehicles are now required to complete an additional module and must be booked for the Air Cargo Security Level B course. Any personnel who carry out any physical handling (including picking, labelling and loading) must complete Air Cargo Security Level D.
Signing of CSCs
Please note the following advice issued by the Department for Transport regarding signing of CSCs: Level D is the standard for signing a CSC. However, on rare occasions, Level A will be sufficient providing that there is something auditable from the person who has declared the cargo as SPX to the person who is signing the CSC.
It must be remembered that the CSC is a declaration that the cargo has been screened and declared safe/cleared to fly. The office clerk cannot make such a declaration if they have not screened it. However, if something came from the screener, for EVERY piece of cargo that confirmed that the cargo was screened and how it was screened - i.e. an auditable trail, the Level A trained clerk would be permitted to sign.
Successful candidates will be issued with a certificate recognised by the DfT which is valid for a period of two years.
Air Cargo Security Level A is scheduled to run from 0900-1300 hours.
