CHIEF replacement - Customs Declaration Services (CDS)
Changes to legislation means the handling system for imports and exports needs to change.
HMRC are currently undertaking the process to replace CHIEF with an updated modern system referred to as Customs Declaration Services (CDS) covering both import and export declarations.
The target date for implementing the replacement of CHIEF with CDS is by the end of October 2017.
This may sound a long time, but given the time needed to write the technical specifications, which are due to be released to the Trade in February 2016, and carry out testing, involvement NOW is essential.
BIFA has been advised by Peter MacSwiney of Agency Sector Management, who is the trade representative on the Program Board established by HMRC to oversee this project, that HMRC are keen to speak with organisations that currently do, or will wish to connect to this new system in order to ensure that the anticipated “go live” date is achievable by all trade sectors.
BIFA would encourage all users of CHIEF to engage with this process as it will directly impact on your business. The recommendation is that you not only engage with Customs, but also with your software providers, because your systems, software and business processes are likely to be impacted. Failure to consider these issues, within the timetable outlined above, could impact on your ability to do business once the new CDS goes live.
