Updated Border Operating Model issued
The Government has issued the second edition of the Border Operating Model.

The document emphasises that Customs entries will be required for goods moving to and from the EU and the three-stage approach to re-introducing frontier controls. The document also provides additional information regarding the building of port infrastructure and also the inland sites where customs and other related activities will be conducted.
The revised Border Operating Model provides additional information regarding :-
- Deferred Declaration procedures and the data requirements for Entry in Declarants Records
- Guarantees and where a waiver is applicable
- Information on liabilities
- Information about what is “Core Compliance”
- The reduced data sets required for bulk entries
Some new programmes referred to in the original operating model have been renamed for instances “Smartfreight “ is renamed “Check a Heavy Goods Vehicle is Ready to cross the Border Service” .
This is an incremental document adding more information to what was detailed in the original Border Operating Model, so there is already some knowledge as to the new requirements for EU trade. Northern Ireland is covered by a separate Protocol .
