EU Exit - Stages 2 & 3 and the updated Border Operating Model
Trade must be fully prepared for the implementation of Stages 2 and 3 of the Border Operating Model (BOM), which will result in the UK imposing border controls in line with the Free Trade Agreement that was signed between the EU and UK.
On 20 July 2021 HMRC published an updated version of the GB-EU BOM https://www.gov.uk/government/publications/the-border-operating-model?utm_medium=email&utm_campaign=govuk-notifications&utm_source=df6edc46-4140-499b-b616-0c3f13fa7377&utm_content=daily. The document has been updated to reflect the new timetables for import controls, information regarding new systems and the procedures required.
Additionally, HMRC has also created accompanying case studies to represent end-to-end scenarios that will happen between GB and EU, importing and exporting goods from January 2021. These show not just the journeys for standard goods, but also journeys with additional requirements, such as those using the Common Transit Convention or transporting controlled goods. These should be viewed in conjunction with the BOM which contains further details, particularly for controlled goods. HMRC has also produced some new step-by-step explainers to support traders and hauliers with specific parts of UK Customs requirements.
The freight transport sector is facing extraordinary challenges at the moment, many of which are outside its control. On 15 September BIFA will be hosting a member only event to look at the main procedural changes that will result from these additional controls.
