HMRC Shares Updated GVMS Guidance: Arrived Exports & GMRS

Since the new frontier controls were introduced on the 1st January 2022, BIFA have received many comments about how the new procedures are operating in reality and also the problems that are being encountered.

BIFA has forwarded these views to HMRC and discussed them with the Department. One of the biggest issues experienced were surrounding “Arrived” Exports (EXA) which were auto departed after 5 days.

BIFA has made HMRC aware that this reduced 5 day period was causing problems for Members where the ‘arrived’ export declaration has been created more than 5 days before the crossing, which due to operational requirements was necessary.

We have been provided with two official documents from HMRC:

  1. 5 Days Assumed Departure
HMRC confirm that they have updated CHIEF to change the assumed departure period back to 15 days which took effect from 00:01 on 21 January 2022.

  2. Empty Movements In GMRs
Confirmation that the temporary easement allowing “empty”  vehicles to board a ferry without raising a GMR will end as planned on 1 February 2022.  GMRs will be needed for all movements through GVMS locations from that date. Any non-compliant vehicles will be unable to embark from their port of departure.

These two documents have been added to our EU Exit Hub HERE.
